Naval Sea Systems Command ADMINISTRATIVE/TECHNICAL SPECIALIST in Panama City Naval Surface Warfare Center, Florida

Summary You will serve as an Administrative/Technical Specialist in the Technical Program Managers Branch of NAVSURFWARFCTR PANAMA CITY DIVISION. Responsibilities You will perform duties as the task lead to manage, estimate, and execute the acquisition of products and services required for major projects to support multiple program offices. You will perform duties as the Contracting Officer's Representative (COR) overseeing contract labor and material acquisitions as the authorized representative assisting in the technical monitoring and execution of Seaport contracts. You will support procurement efforts for new and existing products and ensure contractual legal documents are properly executed IAW NAVSEA COR INST 4200.17D. You will advise leadership on acquisitions and different procurement options for project planning, project monitoring and control, manufacturing processes, quality assurance, and obsolescence management. You will generate independent government cost estimates, create requisitions, and track acquisitions from procurement initiation through contract close out. You will develop life cycle cost analysis for acquisitions and perform cost benefit and economic evaluations that support out-year planning. You will track status of procurements as they are planned, processed and awarded, e.g. MILSTRIP, purchase cards and contract orders. Requirements Conditions of Employment Qualifications FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent), or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience managing analysis and planning for funding, facilities, or equipment to identify business process improvement strategies for acquisition programs. Education Additional Information POSSIBLE SALARY CAP: The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,435). This position is covered by the Department of Defense Priority Placement Program.
