Description of Job

Work Unit:

The mission of The Division of Animal Welfare (DAW )is to advance the overall welfare of companion animals and livestock by enforcing animal welfare laws and regulations established by the Animal Protection Act, the Pet Animal Care and Facilities Act, and other animal welfare laws established in State statute. The division currently comprises the Bureau of Animal Protection (BAP) and Pet Animal Care and Facilities Act (PACFA) programs. The division’s mission is primarily regulatory, focusing on conducting inspections and investigations into allegations of animal cruelty, mistreatment, neglect, and noncompliance with pet care facility requirements. The division initiates appropriate enforcement action when a violation can be substantiated. The division commissions over 100 qualified BAP agents and licenses and regulates over 2,000 businesses that fall under the authority of PACFA. Division staff, as well as commissioned BAP agents, assist law enforcement agencies in addressing complaints of animal cruelty, mistreatment, and neglect by assisting with criminal investigations. In addition, the division provides proactive outreach and education that helps livestock producers and hobbyists, pet owners, and pet facilities in preventing animal mistreatment and improve animal welfare in Colorado, including the implementation of a new equine welfare grant program.

Position:

This position serves as the Director of the Division of Animal Welfare and provides the leadership, direction, management and oversight of the division programs and staff. This position successfully enforces animal welfare laws and regulations and implements proactive engagement with licensees, livestock producers and hobbyists, pet owners, stakeholders, law enforcement, and the public. Specific job duties of this position include managing the division operations and strategic planning, providing oversight on investigations and enforcement decisions, managing the division budget and personnel, and leading outreach and educational efforts.

Duties Include:

Management of the Division Strategic Direction and Operations

Responsible for the division's strategic direction and continuity of operations, including strategic planning, implementation of new legislation, application of policies and procedures, and execution of administrative actions.

Oversight and Direction on Investigations and Enforcement Actions

Provide division-level oversight on investigations and enforcement actions related to instances of animal neglect and mistreatment. Responsible for ensuring investigations are accurate and completed in a timely manner and result in appropriate and successful enforcement actions. Ensure the division programs maintain an efficient and consistent investigative process, including effective intake of public complaints of animal mistreatment, neglect, and abuse and instances of noncompliance with laws and regulations. Ensures investigative staff receive the necessary training and education on applicable animal welfare laws and regulations.

Outreach and Education Direction

Directs the communication and outreach initiatives to ensure stakeholders are informed on matters related to the division's mission, statutory obligations, laws and regulations, and emerging issues related to animal welfare. Initiatives include advancing productive partnerships, responding to public inquiries, and executing educational efforts and issuing grants and other funding that proactively advance animal welfare.

Supervision and Leadership of Staff

Provides supervision of program managers and outreach specialists while supporting all division staff by maintaining a positive team culture, providing resources and training opportunities, and leading initiatives that improve staff performance and development.

Budget Management

Responsible for ensuring programs have the necessary financial resources to cover personnel and operating expenditures required to respond to inspections, investigations, and outreach demands on the programs. Ensures the division is fiscally responsible and compliant with department and state fiscal policies and procedures.

$4,615.38 - $5,653.85 Biweekly

$10,000.00 - $12,250.00 Monthly

$120,000.00 - $147,000.00 Annually

This position is eligible for hybrid and flexible work arrangements.

Minimum Requirements:

Education and Experience:

  • Bachelor's degree from an accredited college or university in a field of study relevant to the position (see substitutions below); and

  • Six (6) years of full-time professional experience in agribusiness, agriculture, livestock husbandry, animal health and welfare, law enforcement, regulatory programs, animal control or other fields closely related to the position. Experience must include:

  • Experience in managing a regulatory program or overseeing regulatory compliance for an organization.

  • Two (2) years of professional public or business administration, which included establishing organizational structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, fostering a team environment, and conducting data collection and analysis.

  • Two (2) years of experience must include supervision, including hiring, setting goals, performance evaluation, and correcting performance issues as needed.

Substitutions:

  • A combination of work experience as listed in the minimum qualification, which provides the same kind, amount and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.

Preferred Qualifications:

  • Experience managing a regulatory program, including pursuing enforcement actions and working through court proceedings.

  • Experience working with local law enforcement agencies and prosecuting attorneys.

  • Direct experience conducting inspections or investigations of alleged cruelty, neglect, mistreatment, and abandonment of livestock or pet animals.

  • Firm understanding of applicable animal welfare laws and regulations.

  • Education in proper handling and care of livestock and pet animals, and the ability to make an educated assessment of an animal's overall welfare.

  • Veterinary medical or veterinary technician training or experience.

Conditions of Employment:

  • Must possess and maintain a valid Colorado Driver's License and be able to travel independently. This position will require travel throughout Colorado and may include traveling on short notice.

  • Circumstances may require a position to work outside of regular business hours.
